Commuting at a college as a freshman?

Ok so my girlfriend is going to Marshall University, which is in Huntington, WV and i am trying to find out if you can have a car as a freshman if you live 3 hours away while dorming. We live at the top of the state near Morgantown. Is she exempt from this bc she is so far away.

Check out the website for the school. Generally speaking the fact that she lives faraway will have no bearing on if she can have a car.
